Some defects in governance and thoughts



According to my experience i think that social practices are much more dominant than the rule of law. whether we talk about the verdict given by the panchayat or any local community groups those verdicts are respected and at times over power the rule of law.Just to elaborate my point i would like to give an example.As an official picture (rules,Avt ,policy,programmes ),provisions of the constitution of india itself denote that discrimination of any type is constitutionally not acceptable.Every individual is protected by law on any kind of discrimination.But ,from the other hand social practice is quite opposite of that.The old values is still much more prevalent and practiced,for an example the status of women in the society,even after constitutional provision,many policies,programmes remains very low on indicators.Patriarchal beliefs,social ideology and practices many  a times over power of the rule.When it comes to practice,the unwritten social code of conduct is given priority over the written law.Hence the challenge is how to make a shift from mere governance to governance outcomes.


It is important to mention that the world is changing,very fast.it got transformed from local to global with IT and communication revolution.Economically also,in the era of globalisation,the interdependence between the countries have increased much more.But the larger question still to be answered that how much we have changed with the changing world.Are we still rigid and not able to accommodate new ideas?? or our ideas are much more superior to any other type? The question which we also need to look at is have our governance system is changing as per the need of the hour or ready to change and provide good governance and providing better service to the people.

Asia development alliance





 In a recent meeting in Bangkok served  Asian national and international platforms and networks of civil society organisation that work on international development issues got together to form the Asia development Alliance to promote south-south collaboration and joint action on concerns relevant to the region.

 To faster long term ,sustainable growth and reduce volatility the global community must promote good governance ,invest in stable and accountable institutions ,fight  corruption ensure that the rule of law and build resilience to shocks in all countries.We recognise the indispensability of economic and social justice,individual choice and opportunity for all.This includes the empowerment of women and girls;investments in young people`s development and expanding social protection schemes;and ensuring universal learning and access to health care including sexual and reproductive health.
it is imperative to change the current pattern of natural resource (both renewable and nonrenewable) exploition,in order to diversity our economic base and use natural resources sustainably.This must benefit local populations ,whilst promoting sustainable development.
My own experience has shown that when the political leadership granted key civil servants direct access,it was possible to resolve  issues that might have got complicated due to fractional interest of political leaders t the grass root levels or through conflicting circulars of the state government.public  signalling of support by the state leadership always helps civil servants reach the poor people by ignoring political interferences that re aimed at securing individuals or groups interests of comparatively better off people in the society.
The message is clear that when properly empowered by political leadership,a project director or a district magistrate can be transformed into an effective instrument not only for innovation in service delivery but also for its quality and delivery on time.

Akhand hind- A dream and reality

AKHAND BHARAT MATA 


Akhand hind is a dream of many Hindu organisation in India and abroad.They want establish a Hindu nation by uniting the Indian subcontinent which includes Pakistan,Bangladesh and some times even up to Malaysia where there are traces if monarchy of Indian kings were present.I strongly believe this idea of Akhand hind is unrealistic and be harmful to the nation.Recently Narendra modi has revealed another face of Akhand hind.


In his most famous interview to shahid siddiqi of Urdu weekly Nai duniya,Narendra modi expressed his views of Akhand hind "My dream is that from Kashmir to kanyakumari",people should be ek and nek(one and good)....it is the imperialists in Pakistan who are running a campaign for Akhand hind,so that Pakistan,India and Bangladesh can be come one and this can be a Muslim-majority country...these people want to place Indian Muslims on the front line and create tension".

Good governance- A long journey




Times has gone through many phases.In the pre-independence period Father of the nation`s vision of good governance essentially meant democratic decentralisation which entailed power to the Gram panchayats and people at the lowest level of political hierarchy.By the early 1990`s However,the idea of good governance had turned into a metaphor of donor-conditionally for the debt-ridden countries Asia and Africa.


It would be good to bear in mind that governance refers to the interaction between government and other actors of the social sphere and the process of decisioning in a complex world.
The core values that go into the making of good governance are participatory decision making,accountability and transparency,efficient and responsive structure underlying the political system and equity which involves fairness and rule of law.A society striving to achieve the ideals of good governance needs to work on these values to ensures that people get their rightful share in the fruits of development of the country.

lot of initiatives have been taken in this direction which are having a significant impact on the lives of people and their relationship.The Right to information(RTI) Act has been a powerful instrument in the hands of people to ensure transparency in the decision making process.There are a number of cases where this right has been used by the people to get better civic facilities,cut down red-tape and delay in decision making and punish the corrupt.

E-governance initiatives are among the other sets of measures which is transforming the way the government functions and relates to the citizens.It is indeed true that exclusion of large segments of people from decision making process results in unresponsive government and gives rise to an exploitative system.The Panchayati Raj institution is now an essential forum for direct and participatory governance at the Village level.

World`s fastest growing Economy: India

     
As an economy develops the per capita income also increases. Benefits of the development start reaching the bottom of the economical structure. Their purchasing power and thus demand increases, this increases the price. Increase in the price pushes them to earn more. They become more efficient to earn more to meet their requirement. Hence contributes in the development. Inflation causes the development. According to a Times report, inflation had been used as the tool by the Latin American governments for the economical development.
When the inflation becomes higher, government starts spending more on curbing inflation than development works. Giving subsidized food to the poor usually controls food inflations, which costs more for the government. The central bank increases the lending rates, which in turn pressurizes the banks to push their products at higher interest rate. The growth slows down.
Most challenging problem in the developing economy arises when it faces the problem of wage-price-spiral. When the economy develops, the industries see prosperity the workers demand for higher wage. Higher wages increases the cost of the products. Hence the manufacturer and the service providers increase the price of the product. This in turn affects the society and again a demand for the higher wage. This cycle is called as wage-price-spiral. Presently Indian economy is facing this problem and central bank accepts it is very difficult control wage-price-spiral.
Moderate inflation is always good for the developing economy. But development should not be an excuse for the central government and central bank for its failure to curb the problematic inflation.
Inflation is the second nature of developing economy. But development should always be the first nature.

The parijata outside my window



JUST beyond the low window of my room is a parijata tree.it has been there for a over a quarter century.it is a tough tree;it has to be.Nobody bothers to water to it.in bombay where water is scarce and tax on it,when available ,is high,few people can afford to water their plants.trees wilt and seems to be dying in the scorching heat of may and june.but plant life is obstinate.Now,with the rainfall for the season already exceeding 220 centimeters,they have brightened ,and put on rich ,lovely,green foilage.The parijata has to be tough for another reason too.Its tiny white flower with its pink stem is favoured of the gods.it is high on the list of flowers usable in the hindu worship.The commonest way of picking the parijata is for people to violently shake the tree and let the flowers fall down.it is an ancient and therefore venerated habit.A parijata tree in full bloom is a pleasing sight.The flower has also a gentle,pervasive fragrance.it would ,therefore,seem unreasonable to hate the tree.but i do hate the one in my compound .I feel it has reduced my life span by a good many years .The reason for this is the habit i have mentioned ,of people coming and shaking it,and so disturbing my sleep.flower stealing is a comman habit .All flowers are fair game,but those permissible in worship ,more so.There seems to be an idea that everybody is free to go to any compound and pick flowers.


 Though i have called it stealing the people who pick flowers donot seem to be conscious of guilt.They don"t come quietly and surreptitiously,look before and after ,take their picking and run.They come in groups;they talk,argue and sometimes intone devotional verses.This and the process  of shaking the paarijata  tree goes on from early dawn till late morning till,in fact ,the tree can be seen to be denuded of all flowers.And it goes on till the end of winter.The fact that their action causes rouble to others does not seem to appeal to them.Though touched with religious sentiment, because the flowers are picked for worship,this predatory habit of raiding trees in anybody`s compound is utterly destructive.

  I remember some yeara ago,in britain, a woman who had plucked a daffodil from a park was not only fined five pounds,but held in custody for a night.it was mentioned in parliament because of heavy punishment.The home secretary justified deterrent action as many flowers had been picked from that garden.


 We have not reached a stage where ruthless,steps are practicable.But it is well to remember that all appeals to grow more trees are futile as long as prevailing public attitudes are not corrected. That calls for a long and persistent,if tedious,processof public education.
